Much like privacy, good security needs to be part of a system from initial design all the way through implementation and operation. USACM recommends that the nation commit to a long-term computer security strategy. With companies, governments and individuals moving their information and computing services to third parties and/or the ‘cloud’, keeping networked and other critical computer systems secure is even more important. An increased national commitment to computer security requires education and training for people in the field and education for the public. Better computing security also needs research on existing and future threats, and the means to encourage greater cooperation between the owners of computing infrastructure and relevant government agencies.
